A nationwide Bharat Bandh has been announced for August 21, 2024, by the Reservation Bachao Sangharsh Samiti. This comes in response to the Supreme Court’s recent ruling that permits states to create sub-categories within Scheduled Castes (SC) and Scheduled Tribes (ST) groups. The decision has ignited a firestorm of debate, with critics asserting that it could undermine the foundational principles of the reservation system.
Supreme Court Ruling Sparks Controversy
The Supreme Court’s decision, delivered by a seven-judge constitution bench led by Chief Justice D Y Chandrachud, passed with a 6:1 majority. The ruling argues that sub-classification within SC and ST groups would allow for more equitable distribution of quotas, particularly benefiting those who have faced the most severe discrimination.
Despite this rationale, the ruling has encountered significant opposition from various social and political organisations. These groups fear that the decision could have profound implications for the existing reservation framework. The Bharat Bandh is being organised to contest this ruling and demand its reversal, underscoring the deep-seated concerns about its potential impact on the reservation system.

Disruptions Expected During Bandh
The nationwide protest is anticipated to cause substantial disruptions to both public transport and private sector operations. The Reservation Bachao Sangharsh Samiti has called on business organisations to keep markets closed throughout the day-long protest. However, there has been no official confirmation from market committees regarding closures across the country.
The bandh has received backing from numerous social and political entities, including the Bahujan Samaj Party, as participants aim to spotlight what they perceive as an ‘unfair’ judicial decision.
Essential Services to Remain Operational
Despite the call for a nationwide shutdown, essential services are expected to remain operational during the Bharat Bandh on August 21, 2024. Government offices, banks, schools, colleges, and petrol pumps are anticipated to function normally.
Additionally, emergency services such as ambulances, hospitals, pharmacies, and police services will continue to operate. Public utilities, including drinking water supply, electricity services, and rail services, are also set to remain unaffected. Nonetheless, citizens are advised to check local updates before commuting, as public transport might experience some disruptions.

Heightened Security Measures Across Districts
In preparation for potential unrest during the Bharat Bandh, law enforcement authorities have ramped up security measures across districts. A high-level preparatory meeting was held via video conference, attended by divisional commissioners, district magistrates, and senior police personnel.
Western Uttar Pradesh has been identified as a particularly sensitive area. Director General of Police (DGP) UR Sahoo has directed Superintendents of Police to maintain law and order, stressing the importance of organising meetings with protest groups and market associations to ensure a peaceful demonstration.
